| Leadership is defined as a key element of the nature of war and relates to both the political and military leadership of a group, state or group of states. |

| 19.2 | Importance of political leadership | |
| Leadership is the most important element of war. It defines its evolution, its conduct and ultimately its resolution. While great military forces may be employed and tremendous strategy and tactics applied, it is leadership that is both the birth point and cornerstone of war. |
