  Article 20- Political mandate  
20.1 Political mandate  
  The political mandate is when the leader has been duly elected to their position my a majority of the people on the basis of a political agenda (political manifesto).  
  Where such democratic election takes place, it can be said that the leader has a "mandate" or right to pursue the agenda to which they were duly elected.  
  Where this agenda includes the prosecution of war, then the war is said to have a political mandate to the extent that it was included in the manifesto of the leader and agreed by the people.
