  Article 22- Strengths of a Political Leader  
22.1 Strengths of a political leader  
  While an army may be outnumbered, while a people may be in great danger, the strength of many a great political leader has seen the outcome turn in the favour of their people and war.  
  A great political leader inspires. A great political leader is like our collective father or mother. They give us comfort, they give us strength. They motivate us and keep our spirits high midst the horror of armed conflict.  
  Therefore in matters of war, the strengths of a political leader in influencing its outcome cannot be underestimated.  
22.2 Key strengths of a political leader  
  While there can be considered many strengths of human character which may be associated to a political leader, the following are the most important in concern of matters of war.  
  Consistency  
  Unlike in times of peace, in times of war the greatest quality of a leader is consistency above all others. A leader may not be overly charismatic, nor may they be considered of completely honest character.  
  However, as the ebb and flow of war produces uncertainty, casualties and concern, it is the consistent leader that holds the people on course. Therefore, the wise leader in times of war does nothing to change their appearance, or their normal habits, but emphasizes their normal routines as a may of maintaining the trust of the people.  
  Heeds wise counsel  
  A wise political leader heeds the counsel of the military and defers to their judgment in operational matters of war.  
  Seen by the people  
  The strong and wise political leader during times of War makes greater effort to be seen by the ordinary people of their state and/or nation. More than at any other time, during War the people need to see their leader with them.  
  Honouring the military  
  At all times during the course of armed conflict, the strong leader seeks to ensure his/her actions honor the military, the war dead and wounded. The leader visits the injured, honors the families of the dead and their graves and shows the utmost respect to the colors, standards and traditions of the military.  
  Plans carefully, Acts decisively  
  The strong and wise political leader plans carefully, ensuring decisions of war are never taken based on emotion. But when action is required in war, particularly in decisions of battle, he/she acts decisively.
