A key element of war and the nature of modern warfare. People relates to the population from which the armed forces are sourced, their families, and fellow citizens including the media and their general support of the leadership and military.

People as the source of power for political resolution to war |
|
| |
While civilians may be hurt or killed during battle, while they may first support and later withdraw their support war, it is ultimately with the people that the source of power for the political resolution to war resides.

Therefore, every act of barbarity, every act of murder, every act of injustice inflicted on a civilian population by an army of occupation only serves to delay a suitable political resolution, or in some cases results in greater instability and prolonged war. |

Separation of the army and civilian population centres |

| |
Because of the dangers for civilian deaths and deliberate acts of aggression by the enemy in seeking to provoke such injustices, civilian population centres should be avoided if possible. |
