It may occur from time to time that the people themselves represent the enemy of the state or nation. That is, either tacit support of insurgents and/or as the source of guerilla fighters.

In Civil War, the people represent both sides, with difficulty in making clear distinction between combatant, supporter and non-combatant neutral party. |

The objectives of guerilla warfare of engagement |

A central goal of any guerilla war or war of rebellion is to see that the military engages what they believe to be the enemy in population centres, in the hope that such acts will continue to build the case file of crimes and injustices against innocents. |

Because guerilla warfare is primarily about asymmetrical war whereby the significant strength of a state military is used against itself in the first major phase of the war through provocation in the hope of acts of evil and inhumanity. These acts are then politically presented back to the people to justify revolution and rebellion. |

Therefore, if acts of injustice are limited, if the military is not directly invoked into the death of innocent civilians, then the political groundswell for a guerilla force is much harder to generate. |

The deliberate use of military doctrine against the military itself |

A central method for provoking military action against seeming guerilla targets to ultimately create the case of injustice and evil to create the political groundswell of rebellion is for a guerilla force to deliberately use a military's doctrine against itself. |

Even the most draconian of armies must adopt certain standards of behaviour if a state is to maintain is power over a population. Therefore safe passage is accepted for medical vehicles and cultural sensitivity such as dress are generally honoured. The goal of the guerilla force therefore is to seek to provoke the military to denounce these standards, by openly ignoring them. |

Therefore in guerilla war, there is no honor of conventions or treaties in the use of medical vehicles for weapons and ambush, nor in the use of cultural clothes to hide combatants. |
