  Article 49- Guerillas, Insurgents and Terrorism  
49.1 Insurgents, guerillas and terrorism  
  In any asymmetrical warfare, the aim of the military weaker party is to counter their weakness by force multiplication.
 
  In the case of guerillas, insurgents and terrorists, it is to use the more powerful force of a state military against itself as well as the militarize the population.  
49.2 Information and media as a weapon  
  The most powerful weapons of guerillas, insurgents and terrorists in modern-warfare are the media and the information highway of the internet.  
  No longer does a guerilla army have to engage in costly skirmishes to physically weaken the morale of the enemy military force. It merely needs to use the media and the internet to beam select acts of terrorism and sabotage to the whole population and the world.  
  To ignore the fact that in the militarization of a population the media and information systems are weapons is to be completely oblivious to the skill of an insurgent enemy. Such ignorance and stupidity will ultimately cost the lives of many more people and risk the loss of a war.  
  Because media and information systems such as the internet are considered legitimate weapons of war by a modern guerilla force, they must be factored into planning with suitable counter measures.
