While overt control measures can establish a degree of calm and suppression of the militarization of a population, it does not directly address the threat posed by an insurgent/guerilla force within a civilian population. |

To be victorious over a well organized insurgent force, a military must adopt indirect tactics that seek to disrupt, disband and ultimately eliminate the insurgent force. |

Isolation and restriction of movement insurgents using military |
|
| |
Using the techniques described in Article 50 concerning the control of a militarized population, a key counter insurgency method is to immediate ensure the restriction of free movement of insurgents across the whole population. |
|

In practice, this means that insurgent forces will naturally gravitate to certain "safe haven" areas. Given such deliberate restriction of movement to certain areas will cause the local population to be further militarized, often in favour of the unsurgents, it accomlishes the first goal of counter insurgency in isolating the enemy. |

The promotion of domestic spies |

As a result of deliberately restricting the free movement of insurgents, the population in those centres will also have their rights of movement restricted. This often leads to a loss of functioning businesses, increased unemployment and resentment. |

Within this context, there will always be local members of the population willing to assist as spies in exchange for luxuries and financial support. |

Local propaganda and events |

| |
Local propaganda midst an isolated militarized population is essential to create division within the message of the insurgents. Events that openly seek to support the local community that appear to be thwarted by the insurgents, and/or information that demonstrates that the insurgents do not have the interests of the population at heart are essential. |

Creation and promotion of competing insurgent apparatus |

The most powerful way to destroy a guerilla force once isolated is to create, promote a competing insurgent apparatus that confuses the specific acts and actions of the insurgents. |
|
| |
The danger of such action remains the need to immediately disband such apparatus once victory has been accomplished. |
|
