  Article 58- Enemy strength
58.1 Enemy strength
An opponent is strong if it can identify itself as separate and without connection to its enemy.

An enemy is stronger again if it sees itself as having a unique and definite history, language and culture. It is even stronger if it sees itself as being a separate race. It is strongest if it sees itself as having its distinctions in religion.
The most dangerous opponent is one who sees themselves as having all three distinctions (culture, race and religion) to its enemies.

58.2 Reducing enemy strength
The goal of war is not to kill, but to be victorious. The goal of war is not to subjugate but to integrate values.

Therefore when confronting an enemy is separateness, it is vital that the enemies strength is weakened by diminishing their ability to seek separateness. The less separate they are, the weaker they are.
