  Article 59-Information  
59.1 Information  
  A key element of war and the nature of modern warfare. Information relates to the information flow in relation to knowledge of the enemy, its strategy, location and intentions as well as information network of the military, the leadership and the people.  
59.2 Information as a weapon  
  In war, information is neither benign, nor impartial. In war, information is a weapon and all those who work in information preparation and communication such as media are non-military combatants.  
  As much as a media company may wish to claim the impartial reporting of war represents both a public and humanitarian service, all media companies are corporations which provide products and services. The value of their services are in proportion to the significance of their reporting and in many respects its entertainment value.  
  Realising this as absolute fact, the wise political leadership and the wise general recognize the importance of information to the enemy and seek to ensure that counter measures are in place for all the enemies attempts to manipulate information to their own ends.
