| Leadership is not only a major element of war, but a major condition for the successful prosecution of war, both from the perspective of the enemy and the state/group. |

| Weak and indecisive leadership will embolden the enemy and open the risk of attack. Overly confident and ignorant leadership will encourage the enemy to provoke a response. |
||
| Therefore leadership plays a vital part in determining the circumstances and conditions leading up to war. | ||
