11. Conditions

|
| The people themselves are a major condition in the conduct of war. The leadership depends upon the support of the people to wage war. The guerilla army depends upon the support of part of the people to protect them and ultimately to participate in the revolution to overthrow the state. |

| While the population are non-combatants this should never imply they are non participants in war. When a state chooses to go to war, all of its people, except those who activelly rally against it are willing participants in the process. | ||
| If the support of the people for war diminishes then the ability to wage successful war will be restricted by such conditions. Therefore the timing of war should coincide with periods that ensure the support of the people are likely to be higher. | ||
