When the population of a community or state is radicalized behind riots, demonstrations then the security and longevity of the government will be uncertain.

A violent revolutionary force in itself is not a sign of impending politicial change. In fact guerilla forces that ignorantly adhere to the notion that revolutions must necessarily be bloody can actually assist a government or regime to maintain power by galavanizing the population against the rebels. |

It is only when sufficient critical mass within the population is reached in support of the rebels that impending change can and may occur. |
