  Article 92-Radicalization
92.1 Radicalization
When the population of a community or state is radicalized behind riots, demonstrations then the security and longevity of the government will be uncertain.

A violent revolutionary force in itself is not a sign of impending politicial change. In fact guerilla forces that ignorantly adhere to the notion that revolutions must necessarily be bloody can actually assist a government or regime to maintain power by galavanizing the population against the rebels.
It is only when sufficient critical mass within the population is reached in support of the rebels that impending change can and may occur.
