A state that constantly seeks delays and changes to its intention of disarmament should always be a great concern.
|

On the one hand, such delays represent a legitimate tactic in any negotiation to try and win greater concessions. On the other hand, such delay tactics may in themselves be part of a greater strategy to use the time to accomplish a deeper plan. |

Where such delay occurs with a clearly corrupt regime based on the continued support and control of a regime and its dictator over a state, such delays can be played out without grave concern of deeper intent. |
|

However, when delays involve adherence to a deeper ideology, particularly if that ideology in anyway touches upon words, claims or beliefs of annihilation and armageddon beliefs, then such an enemy is most dangerous and should be observed with extreme caution. |
