One of the clearest indicators of the intention of an enemy state is when its military forces are mobilized.

Contrary to the doctrine of front line forces being the indication of attack, it is always in the mobilization of supply resources that indicate the deeper intention of the enemy. |

Front line and attack forces must always train. Therefore an exercise of front line forces of a enemy regime in itself may achieve some desired anxiety but may not indicate any more violent intent. |

However, when an enemy commits its supplies, such action is deliberate and forward. Therefore, the way in which an enemy handles their supplies in mobilization is always an excellent indication of its intent to attack. |
